AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO MOTOR VEHICLE DEALERS.
New motor vehicle dealers have been performing safety and VIN verifications on vehicles 5 model years old or newer since 2011. This legislation would allow any licensed dealer approved by the department to perform VIN verifications. This authorization does not relate to emissions inspections, which are not currently required for models 5 years old or newer. Emissions testing is done by the State of Delaware. This Act would allow, by a reduction in volume, increased customer service and provide shorter wait times for others at designated inspection locations.
