Long Title:AN ACT TO AMEND TITLE 7 OF THE DELAWARE CODE RELATING TO ENVIRONMENTAL CONTROL AND TITLE 30 OF THE DELAWARE CODE RELATING TO STATE TAXES.
Synopsis:This Act authorizes the Department of Natural Resources and Environmental Control to develop regulations governing management of scrap tire piles and establishes a matching fund and program to accomplish the cleanup of existing piles. As a funding source, the Act creates a separate license category for retailers of tires for vehicles other than farm tractors and off highway vehicles. The annual license fee of $50 ($25 for each additional locations) plus a fee of $2 per tire will be deposited in the Scrap Tire Management Fund. Each tire retailer will be required to have the regular retailer license and the tire retailer license. The fees are to be administered by the Division of Revenue, which may enter into an agreement according to which it recoups expenses reasonably determined to be incurred in the administration of the fees.
