| Long Title: | AN ACT TO AMEND TITLE 24 OF THE DELAWARE CODE RELATING TO FALSE ALARMS AND SECURITY SYSTEMS. |
| Synopsis: | Delaware law enforcement agencies throughout the State report that alarms are the number one call for police service and that 99% of all private alarm calls are false alarms caused by accidental tripping of alarms from equipment defects and improper operation by alarm owners. False alarms place the lives and property of Delaware’s residents in jeopardy by depriving the public of valuable police manpower needed to respond to true emergencies. This Bill will require security businesses, alarm customers and law enforcement to work together in an effort to reduce the number of false alarms throughout the State. It further requires security system users to be responsible for the operation and maintenance of their security system. A customer who has more than 3 false alarms in a calendar year shall be subject to a civil penalty, specifically: (1) 4th alarm: $50.00; (2) 5th alarm: $75.00; (3) 6th alarm: $100.00; and (4) 7th alarm and every false alarm thereafter: $250.00. The Bill further requires the security system user to register their security system and security system site, but does not require a registration fee. Law enforcement shall continue to respond to every alarm unless the dispatched is cancelled. This Bill shall go into effect subject to appropriations or to the establishment of a contract for services between the State of Delaware and a third party vendor to administer the provisions of the Act.
