Purpose of the Bill : The bill reduces the amount of time, from 18 days to 7 business days, that a scrap metal processor must hold articles. The bill is intended to make it manageable for processors to hold materials while still providing sufficient time for law enforcement to track down any stolen items. It also adds a provision permitting scrap metal processors to use record-keeping forms different from the forms that the State Police develop, provided that their local law enforcement agency approves the forms.
