Purpose of the Bill : This Bill addresses the growing problem of inmates’ illegal access to mobile telephones while incarcerated. Such access compromises the security of the State’s institutions and the community in general. This Bill is designed to deter such activity and provide enhanced penalties for violations relating to the possession and introduction of such devices into the State’s detention facilities.
