Purpose of the Bill : The bill implements the recommendations of the 2003 Joint Sunset Committee. It vests general statutory authority to regulate boxing and combative sports entertainment in the Division of Professional Regulation. The bill establishes general provisions for regulating the industry, the powers and duties of the Division, a Boxing and Combative Sports Advisory Council, disciplinary procedures, and provisions for licensing, registration, permitting, applications, bonding requirements and exceptions. The bill prohibits combative fighting, known as "Toughman" or "Mixed Martial Arts" events, but allows for combative sports entertainment events. The bill also creates two new class A misdemeanors for unauthorized promotion or participation in such events.
