Purpose of the Bill : Rep. Hudson stated that the bill was the result of a task force commissioned by the Governor on notaries.
Committee Findings: Rick Geisenburger of the Secretary of State’s Office and Bill Freeborn of Information Assurance Corporation argued that the bill is wide-ranging as it has economic development and revenue and finance components. The basic concept of the bill asks how Delaware can ensure that documents and information are non-disputable. They argued that Delaware could become the 19th state to implement a notary system to ensure that documents and information are non-disputable.
