Purpose of the Bill : To increase the standards for the renewable energy portfolio. The new standard would be 20% by 2019. This would align Delaware with its neighbors and 24 other states.


Committee Findings: Delmarva Power showed concern over the costs of this new standard. It argued that the increased costs would be born on its customers more harshly than other customers. It would also result in a dramatic increase in energy bills for its customers to cover the costs of purchasing renewable energy. Opposed the bill.

Sen. McDowell refuted Delmarva Power's claims and supported the bill.

DNREC, Common Cause, and the League of Women Voters supported the bill.

The Committee released the bill.
