Purpose of the Bill : This legislation will make cancer incidence rates available to health professionals and to the public by census tract, thereby enabling “cancer clusters” to be identified.
Committee Findings: Dr. Paul Silverman expressed concerns that this information, in combination with other readily available resources, could be used to identify and thus violate privacy rights of patients. He was concerned that it might damage the state's ability to collect reliable and accurate information from Delawareans to have them believe their personal medical information could be so easily acquired. Rep. Kowalko thought that it was important that as much accurate information as possible be made available on cancer clusters in Delaware. Rep. Hall-Long agreed with Rep. Kowlako. Rep. Maier asked Dr. Silverman why, if he was so concerned, had he not authored an amendment. The bill was released without further concern.
