Purpose of the Bill : This Bill updates the provisions of the Telecommunications Technology Investment Act of 1993 to reflect the competitive market that has emerged over the last 15 years for certain competitive services. It attempts to create a more level playing field among providers and eliminates administrative oversight and filing requirements with respect to these competitive services. It does not alter the current statutory scheme or rate structure governing the provision of residential or single line business dial tone lines or local usage. Nor does it alter the Public Service Commission’s current authority with respect to service quality over those services.


Committee Findings: After three weeks of meetings between Verizon and Comcast and other telecommunications services providers in order to achieve compromise and achieve a bill with language acceptable to all parties, the members of the committee were satisified and comfortable with releasing HB 417 from committee. The Delaware Public Service Commission (PSC) was also comfortable with this bill, and had only a minor concern over possible limitations of the discretion of the PSC in certain matters. This concern was not significant enough to deter support for the bill, as it was an issue that could be easily adjusted later if it was determined to be necessary.
