Purpose of the Bill : Sen. Still stated that the bill was spurred by military families who live in his district. Many members of the military brought to his attention that they cancelled their insurance in order to serve their country. Sen. Still stated the bill would prohibit this practice, and would essentially say that if you serve in the military and are deployed, when you return, you will be able to pay the rate that you paid for deployment.


Committee Findings: Clifford Hearn of the American Insurance Association commented that he would be pleased if Matt Denn, Delaware Insurance Commissioner, would write a regulation to define what “reasonable” time limit military personnel have to notify insurance companies before being deployed. Mr. Denn commented that SB 23 was a good bill. He also commented that the Department of Insurance would be willing to write a regulation to define what a “reasonable” time limit is for military personnel.
