Purpose of the Bill : This bill updates the enhanced 911 Emergency Number Service by including non-traditional telecommunications services such as one-way pay for minutes phones. It further authorizes the E911 Board to conduct annual audits as they relate to service charges and cost recovery for E911 services.
Committee Findings: Currently if a person who uses a one-way, pay for minutes type of phone and calls 911 and is disconnected, 911 cannot call back. This bill adds the surcharge to these non-traditional types of phones to bring them into the enhanced 911 system, allowing for two-way communication with the 911 system. Brett Scott of the Kent County Levy Court expressed concern about the cost to the county to perform the annual audit. Deputy of Safety and Homeland Security, Elizabeth Olsen, stated that the 911 Board would cover the cost through its discretionary fund.
