Purpose of the Bill : This bill adds a new article to Chapter 148, Volume 72 of the Laws of Delaware. This amends the Charter of the City of Milford to allow the City to exercise the powers given to other municipalities as set out in the Municipal Tax Increment Financing Act and the Special Development District Act. This enables the City of Milford to finance the eligible costs of qualifying projects and items for a TIF District and a special development district created in the City of Milford. It allows the City of Milford to enter into certain contracts without competitive bidding in connection with municipal tax increment financing and special development districts, and allows the City to collect special ad valorem taxes and special taxes related to the municipal development districts. It will also increase the maximum contract amount not subject to competitive bidding from Ten Thousand Dollars ($10,000) to Thirty Thousand Dollars ($30,000).

Committee Findings: There were no major concerns raised about this bill.
