Purpose of the Bill : This Act prohibits the use of traffic control signal preemption devices by pedestrians. It is already illegal for motorists to use them except for police cars, emergency vehicles and the like.


Committee Findings: There was some confusion regarding what exactly these devices were. Terry Gorlich of DelDOT explained that the devices prohibited in the bill can be purchased online for about $300 and allow pedestrians to manipulate traffic signals. There were no further concerns regarding the bill among committee members.
