Purpose of the Bill : This Bill encourages Truth in Testimony by amending the definition of “swears falsely” which is an element of the crimes of perjury first, second, and third degree, to include all statements, sworn and unsworn, which are made by a person granted the privilege of the floor during a session of the General Assembly.


Committee Findings: SB 166 was engendered by false testimony during SB 5. The committee raised concerns about whether the element of intent must be present when the individual “swears falsely.” After reading the code the committee was pleased to find out that intent is not necessary and moved to release the bill.
