Purpose of the Bill : This Bill adds a new section to the Victims’ Bill of Rights which states that no law enforcement officer, prosecuting officer or other government official shall use a victim’s refusal to submit to a polygraph examination or other truth telling device as a condition for proceeding or not proceeding with the investigation of an alleged sex offense against the victim.


Committee Findings: This amendment is required in order for the State of Delaware to continue receiving VAWA grants beyond January 2009.
