Purpose of the Bill : This Bill will subject copper wire to the same mandatory 18 day holding period as applicable to other metals and goods sold by pawnbrokers, secondhand dealers, and scrap metal processors. The Bill also increases the maximum penalty for noncompliance with the requirement and other requirements in the subchapter from $5,000 to $10,000 because of the level of harm often suffered by the victim of the theft of such items.
