Purpose of the Bill : This Bill amends the Public Employment Relations Act to specify the mediation and binding arbitration process. Further the Merit System is modified to make the salary and wage schedule, allowances, reimbursements, insurance, and paid time off, hazardous duty pay and leaves negotiable while leaving position classification and determinations, health insurance, pension benefits established in Title 29 of this Code as amended or benefits for retired employees, examination, appointment and promotion processes, subject to Merit Board determination. This amendment further clarifies the implementation of this Act.
Committee Findings: The Committee supports releasing this bill and think it provides necessary and proper protection for state employees seeking arbitration.
