Purpose of the Bill : The purpose of this Act is to ensure that the retail consumer has notice, prior to purchase, when apparel contains real animal fur. Accordingly, this Act establishes requirements that must be met by a merchant that sells, offers or displays for sale new apparel that contains real animal fur. In addition, this Act provides a civil penalty of $200 per incident.
Committee Findings: The Committee found that this subsitute bill includes all the changes requested of the sponsor to the original bill, including: a two year phase in period; the requirement of a sticker label, which would be less burdensome than a tag label; an exception for re-sale items (such as apparel sold by Goodwill or Second-Hand stores); an exception for items bought on the internet; and a change in the penalty from per item to per incident.
