Purpose of the Bill : This Act amends the City Charter for the City of Lewes to provide more flexibility to the annexation process relating to authority annexation agreements and other annexation procedures; to comply with changes to 15 Del. C. §7501, et seq., enacted by the 143rd General Assembly concerning municipal elections and the 144th General Assembly concerning absentee voting; to clarify the authority of the City to receive property by various means and manage and sell same; to clarify the authority to assess impact fees; and to provide for the monition method for collection of taxes, assessments and other charges.
