Long Title:AN ACT TO AMEND TITLE 29 OF THE DELAWARE CODE RELATING TO THE DELAWARE HERITAGE COMMISSION.
Synopsis:
This Act converts the existing three-person staff of the Delaware Heritage Commission to the “Delaware Heritage Office” of the Delaware Public Archives. This reorganization does not create any new positions; nor does it cost the state any money. At present, the top two of the three positions are vacant, thus creating an opportunity for a restructuring to achieve greater efficiency. Heretofore, the Delaware Heritage Commission has functioned as a separate agency within the Department of State. This Act would place the Heritage Office staff under the direct administrative authority of the Director of the Public Archives. The staff would continue to serve the Commission in carrying out its statutory duties and responsibilities and would also be available to provide services to the overall archives operation.
At the present time, the Commission staff consists of an executive director position, a public information/outreach officer position and an administrative specialist, all of whom are exempt employees appointed or discharged by the Commission. This act provides for the executive director position to remain an exempt position. The executive director would in the future be appointed or discharged by the Secretary of State after consultation with the Director of the Public Archives and the Heritage Commission. The other two existing positions would become merit system positions, as are all other positions at the Public Archives, with the exception of the Director of the Archives. Finally, the Act performs some housekeeping chores by deleting several obsolete provisions of the existing statute.
