HOUSE AMENDMENT NO. 2

TO

HOUSE BILL NO. 315

AMEND House Bill No. 315 on line 1 by deleting “Amend §1716F,” and inserting in lieu thereof “Amend Chapter 17”.

FURTHER AMEND House Bill No. 315 on line 3 by deleting “ Unit for substitute teachers ” and inserting in lieu thereof “ Substitute teachers ”.

FURTHER AMEND House Bill No. 315 on line 4 by deleting “ The unit for substitute teachers ” and inserting in lieu thereof “ Substitute teachers ”.

FURTHER AMEND House Bill No. 315 by deleting lines 6 through 13 in their entirety and inserting in lieu thereof the following:

(b) During the fiscal year beginning July 1, 2023, and annually thereafter, allocation of funds shall be targeted to high needs elementary, middle and high schools, with populations of 50% or more of low-income students, ”.

FURTHER AMEND House Bill No. 315 on line 15 by deleting “ Chapter 14, Section 1305. ” and inserting in lieu thereof the following: “ § 1305 of this title.

FURTHER AMEND House Bill No. 315 on line 16 by deleting “ subsection ” as it appears after “ this ” and before “ must ” and inserting in lieu thereof “ section ”.

FURTHER AMEND House Bill No. 315 by deleting lines 18 through 20 in their entirety and redesignating accordingly.

FURTHER AMEND House Bill No. 315 by deleting lines 21 and 22 in their entirety and inserting in lieu thereof the following:

(f) All individuals hired under this section are subject to the provisions of Chapter 41 of this title and, at the discretion of each local education agency, subject to district and building level professional development requirements. ”.

FURTHER AMEND House Bill No. 315 by deleting lines 23 and 24 in their entirety and inserting in lieu thereof the following:

(g) To ensure success of these substitute teachers, each school district and charter school must develop and implement a professional development program specifically designed for these substitute teachers that, at a minimum, includes all of the following: ”.

FURTHER AMEND House Bill No. 315 on line 29 by deleting “ subsections (f) and ” and inserting in lieu thereof “ subsection ”.

FURTHER AMEND House Bill No. 315 on line 32 by inserting after “insertions” the following: “as shown by underline as follows”.

FURTHER AMEND House Bill No.315 by deleting lines 38-44 in their entirety and inserting in lieu thereof the following:

“(1) One year of teaching experience consisting of a minimum of 91 days of long-term teaching experience in 1 assignment or in no more than 2 assignments, excluding early childhood and elementary education, except that this paragraph (a)(1) does not apply to applicants seeking an initial license to teach in a core content area. For the purpose of this section, “core content area” means any subject area tested by the state assessment system, including mathematics, English/language arts, science, and social studies or 3 years of substitute teaching experience consisting of 91 days per year in multiple assignments under §1716F of this title. Experience in an alternative routes for teacher licensure and certification program or the Special Institute for Teacher Licensure and Certification Program may not be used to meet this alternative.”.

SYNOPSIS

This Amendment eliminates the unit count for purposes of funding permanent substitute teachers for elementary, middle and high schools with populations of 50% or more of low-income students, so that the Act will align with the epilogue language contained in the 2023-2024 State Budget bill.
