HOUSE JOINT RESOLUTION NO. 3

DIRECTING THE DEPARTMENT OF EDUCATION TO REVIEW THE STATE ESSA PLAN WITH THE EDUCATION COMMITTEE OF THE HOUSE OF REPRESENTATIVES AND THE SENATE.

WHEREAS, the federal Every Student Succeeds Act (ESSA), a bipartisan measure that reauthorizes the Elementary and Secondary Education Act (ESEA), was passed in December 2015; and

WHEREAS, final regulations were issued by the U.S. Department of Education in November 2016 regarding Accountability and State Plans under ESSA; and

WHEREAS; the Delaware Department of Education released its first draft ESSA plan on October 31, 2016, and released a second draft of the plan on January 9, 2017; and

WHEREAS; submission of the final state plan to the U.S. Department of Education is currently scheduled for April 3, 2017;

NOW, THEREFORE:

BE IT RESOLVED, by the House of Representatives and the Senate of the 149th General Assembly of the State of Delaware, with the approval of the Governor, that the Department of Education shall prepare to make a presentation of its draft ESSA plan to the Education committees of both chambers, either separately or in a joint meeting prior to submission of Delaware’s ESSA plan to U.S. DOE.

BE IT FURTHER RESOLVED, that the Secretary or his designee shall forthwith coordinate with the Education Committee chairs to set a date certain for the ESSA presentation.

SYNOPSIS

This Joint Resolution directs the Department of Education to present its plan for compliance with the new federal education law - “Every Student Succeeds Act” or “ESSA” – at a meeting of the education committees of both chambers of the General Assembly prior to the completion of the state plan and it’s submission to the federal Department of Education.
