HOUSE BILL NO. 70

AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO EDUCATIONAL REQUIREMENTS.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

Section 1. Amend Chapter 41, Title 14 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows

§ 4138 Cursive writing.

(a) Beginning in the 2017-2018 school year, every public elementary school shall teach cursive writing by the end of grade four (4) as a component of English language arts.

(b) Each board of education shall see that the requirements of subsection (a) of this section are complied with in the elementary schools under their respective jurisdictions.

SYNOPSIS

Under current educational standards, students are no longer required to be taught cursive writing and many schools have abandoned teaching cursive writing to students. As cursive writing is still an imperative skill in many professions, this bill makes teaching cursive writing a requirement for all public schools in Delaware.
