HOUSE BILL NO. 88

AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO SALARIES FOR SUBSTITUTE TEACHERS.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

Section 1. Amend Section 1326, Title 14 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:

§ 1326. Salary schedule for substitute teachers.

Each substitute teacher shall be paid in accordance with the following classification schedule:

Class A. — A substitute teacher who holds or is eligible to hold a valid Delaware educator license or valid educator license from another state; or such a license that has expired shall be paid $104 per day.

Class B. — A substitute teacher who holds a bachelor's degree or is a student currently enrolled in a Delaware institution of higher education, who has earned at least 60 credits, and is enrolled in a program that will culminate in the student becoming eligible for a teaching license in the State of Delaware shall be paid $83 per day.

Class C. — A substitute teacher who does not meet the requirements for Class A or Class B classification but who is recommended to the Secretary of Education by the chief school officer of a Delaware school district shall be paid $66 per day.

SYNOPSIS

This Act allows for juniors and seniors majoring in education at a Delaware college or university to be paid $83 per day as substitute teachers, the same rate paid to those who hold a bachelor's degree but not a teaching license. This will encourage education students to gain some field experience, while also incentivizing a larger pool of potential substitute teachers to address a growing difficulty in finding qualified, reliable substitute teachers for our schools.
