HOUSE RESOLUTION NO. 19

RECOMMENDING THE JOINT FINANCE COMMITTEE MAKE DESIGNATED CHANGES TO THE STATE OPERATING BUDGET FOR FISCAL YEAR 2018.

WHEREAS, it is the desire of the State House of Representatives of the 149 th General Assembly to lend assistance to Delaware’s non-profit community in the delivery of services they provide to the citizens of The First State; and

WHEREAS, state assistance is delegated to non-profit agencies through the annual Grants-in-Aid bill; and

WHEREAS, the State House of Representatives of the 149th General Assembly has a constitutional obligation to appropriate no more than 98% of projected revenues; and

WHEREAS, complying with the state spending mandate, while financing the FY 2018 Grants-in-Aid Bill, will require that certain adjustments be made to the pending state operating budget (House Bill 275).

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 149th General Assembly of the State of Delaware that we hereby request the cooperation of the Joint Finance Committee to redraft House Bill 275 to accomplish the following actions:

Fully adopt the governor’s proposed state employee health care adjustments, including elimination of the “double share” benefit. (an additional reduction of $6.4 million)

Cut non-personnel costs of all state agencies by 1.1%. (an additional reduction of approximately $22 million)

Reduce the House of Representatives’ travel line item by $5,000 (12.5%).

Reduce the House of Representatives’ mileage line item by $7,000 (10%).

Reduce the Senate’s travel line item by $2,500 (12.5%).

Reduce the House of Representatives’ mileage line item by $4,000 (10%).

Reduce the contractual services’ line item in the Office of the Governor by 5% or $7,635

(Total reductions $28,426,135).

SYNOPSIS

Recommending the Joint Finance Committee make designated changes to the state operating budget for Fiscal Year 2018 to provide appropriate funds to finance the FY 2018 Grants-in-Aid Bill.
