149th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 75

RECOGNIZING JUNE 13, 2018, AS "NATIONAL TIME OUT DAY" IN THE STATE OF DELAWARE.

WHEREAS, since 2004, National Time Out Day has been celebrated in hospitals and ambulatory centers around the United States, to bring awareness to practices that can reduce surgical error and improve patient outcomes; and

WHEREAS, The Joint Commission is the United States’ oldest and largest standards-setting and accrediting body in health care and has established a Universal Protocol to prevent instances of wrong site, wrong procedure; and

WHEREAS, the Universal Protocol requires conducting a pre-procedure verification process, marking the procedure site, and performing a pre-procedure time out; and

WHEREAS, the pre-procedure time out includes all relevant members of the procedure team actively communicating during the time out to confirm, at a minimum, the patient’s identity, the site of the procedure, and the procedure to be done; and

WHEREAS, despite the Universal Protocols, The Joint Commission estimates that wrong site surgeries occur up to 40 times per week; and

WHEREAS, the Association of periOperative Registered Nurses, the recognized leader in patient safety in the operating room, has designated the third Wednesday of June each year to promote patient safety and optimal outcomes in the operating room.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 149th General Assembly of the State of Delaware, the House of Representatives concurring therein, that June 13, 2018, is recognized as “National Time Out Day” in Delaware.
