SENATE JOINT RESOLUTION NO. 7

ESTABLISHING A WORK A DAY EARN A PAY PILOT PROGRAM WITHIN THE DEPARTMENT OF TRANSPORTATION.

WHEREAS, the Work a Day Earn a Pay Task Force made recommendations in December 2015 to create a state Public Works Jobs Program aimed at employing individuals that may otherwise not have the opportunity to work; and

WHEREAS, the intent of the Task Force’s recommendations was to positively influence and aid young people and disadvantaged residents of Delaware; and

WHEREAS, the Task Force further recommended that employment opportunities could include temporary employment in areas such as maintenance operations, public works and litter control; and

WHEREAS, the Department of Transportation has limited manpower resources to be able to expand certain existing operations, like litter control; and

WHEREAS, a Pilot Program is not intended to replace or supplant work from existing Department of Transportation employees; and

WHEREAS, the intent is for the Department of Transportation to utilize a not-for-profit entity that would administer such a program.

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 149th General Assembly of the State of Delaware, with the approval of the Governor, that the Department of Transportation is authorized and encouraged to conduct a Work a Day Earn a Pay Pilot Public Works Jobs Program during state Fiscal Year 2019.

BE IT FURTHER RESOLVED that the Pilot Program will be limited to Department of Transportation-specific maintenance operations job duties with an emphasis on litter control along the roadways.

BE IT FURTHER RESOLVED that the Department of Transportation will provide status reports on the pilot program to the members of the General Assembly and the Governor by January 31, 2019.

SYNOPSIS

This Senate Joint Resolution authorizes and encourages the Delaware Department of Transportation to conduct a Work a Day Earn a Pay Pilot Public Works Jobs Program.
