AN ACT TO AMEND TITLE 16 OF THE DELAWARE CODE RELATING TO AUTHORIZING A PILOT PROGRAM TO ISSUE GRANTS FOR THE INSTALLATION OF RESIDENTIAL DRINKING WATER PURIFICATION SYSTEMS.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

Section 1. Add a new Section to Title 16 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:

§ 3001N. Establishment of Residential Drinking Water Purification System Grant Program

(a) The Department of Health and Social Services is authorized to establish a pilot program to issue grants for the installation of drinking water purification systems in residential homes located in Delaware where the owner’s income is less than 200% of the poverty level in Delaware and the home is not served by a central water system. The geographical area of the pilot program shall be determined by the Department of Health and Social Services.

The total amount of grants authorized for the pilot program shall not exceed $49,000 per year and the funds will come from the Non-Federal Administrative Allowance of the Drinking Water State Revolving Fund.

Section 2. This act shall sunset 2 years after its effective date.

SYNOPSIS

This bill establishes a 2 year residential drinking water purification system pilot grant program to be administered through the Department of Health and Social Services with funding from the Non-Federal Administrative Allowance of the Drinking Water State Revolving Fund.
