SENATE AMENDMENT NO. 1

TO

SENATE BILL NO. 150

AMEND Senate Bill No. 150 on line 45 by deleting “ in a school district or charter school ”.

FURTHER AMEND Senate Bill No. 150 on line 58 by inserting the following after the period therein: “ The Department may make the uniform kindergarten registration process available in other languages. ”.

FURTHER AMEND Senate Bill No. 150 by deleting lines 59 through 67 in their entirety and inserting in lieu thereof the following:

(b) The uniform kindergarten registration process established under § 402A of this title must include all of the documents required to be completed by a parent who is registering a child for kindergarten.

(c) The uniform kindergarten registration process established under § 402 of this title must collect information related to all types of early learning experiences a child has before kindergarten, including the duration and time attended for each experience. ”.

FURTHER AMEND Senate Bill No. 150 on line 78 by deleting “ document ” and inserting in lieu thereof “ document, including a birth certificate, ”.

FURTHER AMEND Senate Bill No. 150 by deleting lines 84 through 86 in their entirety and inserting in lieu thereof “ (1) Establish a process for supporting a parent to register a child for kindergarten before the application deadline for the school district enrollment choice program under § 403 of this title. ”.

SYNOPSIS

This Amendment does the following:

(1) Clarifies that the Department of Education (“Department”) can provide the uniform kindergarten registration process in languages other than English and Spanish.

(2) Removes the exemplary list of documents required to be completed by a parent who is registering a child for kindergarten.

(3) Requires that information related to all types of early learning experiences that a child has before kindergarten is collected by the uniform kindergarten registration process.

(4) Clarifies that all personal documents available for Internet-based or electronic upload must be accepted by schools for consideration, including birth certificates.

(5) Requires that the Department establish a process for supporting a parent to register a child for kindergarten before the application deadline for the school district enrollment choice program under § 403 of Title 14 rather than requiring the Department to establish a date by which it is recommended a parent register a child.

(6) Makes additional conforming amendments.
