SENATE AMENDMENT NO. 2

TO

SENATE BILL NO. 184

AMEND Senate Bill No. 184 on line 15 by deleting “ 4 times ” between “ be ” and “ the ”.

FURTHER AMEND Senate Bill No. 184 between lines 78 and 79 by inserting the following and redesignating accordingly:

c. Being a member of a consortium that provides craft training for the craft and all of the following apply to the craft training program for the craft:

1. The consortium requires a regular financial contribution.

2. The contractor or subcontractor has access to the craft training program.

3. There is at least 1 active apprentice in the craft training program. ”.

FURTHER AMEND Senate Bill No. 184 on line 84 by inserting “ (1) ” between “ (c) ” and “ For ” therein.

FURTHER AMEND Senate Bill No. 184 between lines 86 and 87 by inserting the following:

(2) For each calendar year, a contractor or subcontractor satisfies the craft training requirement for all contracts executed during that year when payments made under paragraph (c)(1) of this section after January 1 equal the following amounts:

a. For employers with 10 through 25 employees, payments that total $10,000.

b. For employers with more than 25 employees, payments that total $20,000. ”.

FURTHER AMEND Senate Bill No. 184 on line 182 by deleting “immediately, but Section 2 of this Act” between “effective” and “is” and inserting in lieu thereof “immediately and”.

SYNOPSIS

This amendment does all of the following:

1. Reduces the amount a contractor or subcontractor must pay to the Apprenticeship and Training Fund to satisfy the craft training requirement.

2. Clarifies that a contractor or subcontractor can satisfy the craft training requirement through a paid membership in a consortium that provides craft training for the craft.

3. Establishes a maximum amount each contractor or subcontractor is required to pay each calendar year if they decide to satisfy the craft training requirement through the payment option.

4. Delays the implementation of this entire Act, not just Section 2.
