DESCRIPTION: AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO
HIGHER EDUCATION.

ASSUMPTIONS:
1.
Fiscally
effective for the academic year beginning September 2014.
2. Entitled “The Tuition Equity Act”,
this legislation will allow non-United States citizens to pay the in-state,
resident tuition and fee rates at Delaware public higher education institutions
provided they: (1) are under age thirty-five and entered the country prior to
age eighteen; (2) attended a Delaware high school for at least three years and
graduated from a Delaware high school; and (3) are not a convicted felon.
3. This Act also clarifies that non-United
States citizens eligible for in-state, resident tuition and fee rates are also
eligible for the SEED and INSPIRE scholarships if the student meets the
eligibility requirements for the respective scholarships.
4. The cost estimate is based on the
following:
a.
11
undocumented students attending the Associate in Arts Program at the University
of Delaware will be impacted;
b.
Annual
tuition is $3,770 with inflation growth of 3% in the out-years; and
c.
Each
eligible student will receive the maximum SEED award as undocumented students
are unable to receive federally-funded financial aid.
