FISCAL NOTE

 

DESCRIPTION:        AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO SCHOOL BREAKFAST.

 

 

ASSUMPTIONS:


1.     This Act is effective upon signature of the Governor.

2.     This fiscal note assumes House Amendment 2 is attached to House Bill 408 as the amendment is considered a friendly amendment by the legislation’s sponsor. Without House Amendment 2, the ongoing fiscal impact of the legislation is $0 in Fiscal Year 2017, $74,638 in Fiscal Year 2018 and $74,618 in Fiscal Year 2019. The start-up costs to implement the alternative service model would remain as indeterminable.

3.     This Act, as amended by House Amendment 2, requires every public school site, including charter schools, participating in the Community Eligibility Provision to offer a breakfast at no cost to every student in the school through an Alternative Service Model, which may be in addition to their traditional breakfast meal service. The Alternative Service Model would not begin until school year 2017-2018.  

4.     There are a total of 91 public schools and 8 charter schools participating in the Community Eligibility Provision that are affected by this Act. All of these schools are currently not charging for school breakfast and thus there is no ongoing fiscal impact associated with this Act, as amended by House Amendment 2.

5.     Of the 91 public schools in the Community Eligibility Provision, 64 are currently using an Alternative Service Model as required by this Act. The 27 schools that would be required to implement an Alternative Service Model are located in the following school districts:

Brandywine School District:         3

Cape Henlopen School District:    2

Capital School District:                4

Lake Forest School District:         6

Laurel School District:                 3

Smyrna School District:               3

Woodbridge School District:        6

 

6.     Of the 8 charter schools in the Community Eligibility Provision, 5 are currently using an Alternative Service Model as required by this Act. The 3 charter schools that would be required to implement an Alternative Service Model are as follows: Academy of Dover, East Side Charter School and Thomas Edison Charter School.

7.     Start-up costs associated with implementing an alternative service delivery model in the 27 public schools and 3 charter schools currently not using an alternative service model is indeterminable as the costs will depend upon the action of each individual school.
