AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO THE SECRETARY OF EDUCATION'S QUALIFICATIONS. |
Section 1. Amend § 102, Title 14 of the
Delaware Code by making deletions as shown by strike through and insertions as shown
by underline as follows:
§ 102 Secretary; Deputy,
Associate and Assistant Secretaries; Acting Secretary; appointment.
(a) The administrator and head of the
Department shall be the Secretary of Education, who shall be a graduate of an
accredited college and shall have not less than 5 years' experience in
teaching and administration, with experience in each such category and
shall have no fewer than 10 years’ experience in teaching and administration,
which must include no fewer than 6
years’ experience in teaching and no fewer than 2 years’ experience in
administration. The Secretary shall be appointed by the Governor, with the
advice and consent of the Senate, and shall serve at the pleasure of the
Governor. The Secretary shall be paid a salary as determined by the General
Assembly in the annual Appropriations Act. The Secretary of Education shall
become a bona fide resident of the State within 6 months after the Secretary's
appointment; provided, however, that upon good cause shown, the Governor may grant
an additional extension of 6 months.
Section 2. This amendment to the qualifications shall apply prospectively and shall not apply to the Secretary at the time of its enactment.
SYNOPSIS
This bill increases the teaching and administrative experience qualifications for the Secretary of Education from 5 years to 10 years. The Bill also clarifies that at least 6 years must be of teaching experience and at least 2 years must be of administrative experience. |
