AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO AUTHORITY OF SCHOOL BOARDS.

 


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

 


Section 1.  Amend Chapter 13, Title 14 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:

§ 1336. Control over personnel decisions

All Delaware public reorganized and vocational-technical school districts shall have final authority over the selection of qualified school leaders and teachers, so long as the selection is not in explicit conflict with federal education law.  Department of Education regulations shall be consistent with this principle.


 

SYNOPSIS

This bill articulates the principle that local school districts and school boards should have the authority to select their own leaders and staff from a pool of qualified applicants.  These are decisions best left at the local level rather than imposed by a central authority.
