SCR 32	Passed	McBride	This Senate Concurrent Resolution commemorates, on April 22, 2019, the 100th Anniversary of Easterseals, a leading advocate and service provider for children and adults with disabilities, veterans, older adults, caregivers and their families. The resolution further directs that the cupola atop Legislative Hall shall be lighted on the evening of April 22, 2019 with an orange light in honor of the Easterseals’ 100th Anniversary.	RECOGNIZING THE 100TH ANNIVERSARY OF EASTERSEALS, A LEADING ADVOCATE AND SERVICE PROVIDER FOR CHILDREN AND ADULTS WITH DISABILITIES, VETERANS, OLDER ADULTS, CAREGIVERS AND THEIR FAMILIES.
SA 1 to SB 32	Passed	Brown	This Amendment makes the following changes to Senate Bill No. 32: 1. Identifies additional kinds of payments that are not prohibited. 2. Uses enforcement language that is consistent with other chapters in Title 6. 3. Clarifies that this Act does not modify any requirements under State or federal mental health parity laws.

HB 20	Signed	Vanderwende	This bill raises the threshold limit requiring a Building and Loan Association to obtain federal deposit insurance from $7 million to $10 million dollars. This amount was last raised in 2005. The State Bank Commissioner is okay with this change.	AN ACT TO AMEND TITLE 5 OF THE DELAWARE CODE RELATING TO BUILDING AND LOAN ASSOCIATION INSURANCE REGULATION.
HS 1 for HB 67	Signed	D. Short	This bill provides changes to Section 25 of the City of Seaford Charter relating to tax assessments. The assessor will provide an alphabetical list of the assessment within 30 days of the assessment. The Tax Assessor has 45 days after the appeal hearing to make a recommendation. The Board of Revision's decision will be by certified mail to the property owner within 7 days of the meeting. It also reorganizes Chapter 27 of the City of Seaford Charter to make the process consistent with State Code and easier to follow. In addition, the changes allow the City of Seaford to collect a Lodging Tax of no more than 3 percent of the rent, in addition to the amount imposed by the State, for any room or rooms in a hotel, motel, or tourist home located within the boundaries of the City of Seaford.	AN ACT TO AMEND THE CHARTER OF THE CITY OF SEAFORD RELATING TO TAXATION AND COLLECTION.
SB 56	Signed	Paradee	This Act modernizes the process and requirements for issuance of liquor licenses for off premises consumption. The current process and requirements do not consider population growth. Minimum distance requirements are enhanced while increases in population growth will now be considered to arrive at a safety and convenience balance. This Act also grandfathers existing licensees into the current process.	AN ACT TO AMEND TITLE 4 OF THE DELAWARE CODE RELATING TO ALCOHOLIC LIQUORS.
SB 57	Signed	Paradee	This Act makes clear that a retail licensee may only purchase authorized product from an importer, also known as wholesaler, except that a retail licensee may purchase up to 20 gallons a day from a premises licensed to sell for off-premises consumption. This Act also clarifies that off-premises licensees may sell untapped kegs for off-premises consumption.	AN ACT TO AMEND TITLE 4 OF THE DELAWARE CODE RELATING TO ALCOHOL LIQUORS.
HCR 31	Passed	Griffith	This resolution recognizes March 30, 2019 as Endometriosis Awareness Day in Delaware to help raise awareness, gain research, and show support to its sufferers.	RECOGNIZING MARCH 30, 2019 AS "ENDOMETRIOSIS AWARENESS DAY" IN DELAWARE.
HCR 32	Passed	K. Johnson	This resolution designates the month of May, 2019, as “Trauma Awareness Month” and calls upon Delawareans to educate themselves on the impact of trauma and promote awareness and resiliency in their families and communities.	RECOGNIZING MAY, 2019 AS "TRAUMA AWARENESS MONTH" IN THE STATE OF DELAWARE.
