AN ACT TO AMEND TITLE 13 OF THE DELAWARE CODE RELATING TO THE DOMESTIC VIOLENCE COORDINATING COUNCIL AND PROXY VOTING.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each house thereof concurring therein):
Section 1. Amend §2104(f), Title 13 of the Delaware Code by deleting the phrase ", and provided that no rule shall permit proxy voting" as it appears therein, and by adding a new sentence following the "." at the end of said paragraph to read as follows: "Members of the Council may appoint a proxy member only in circumstances under which they: 1) will be absent from the State, or 2) become physically disabled, for a time period of three months or longer."
