HOUSE CONCURRENT RESOLUTION NO. 74

RECOGNIZING THE CRUCIAL WORK OF DELAWARE’S THREE FEDERALLY QUALIFIED HEALTH CENTERS; HENRIETTA JOHNSON MEDICAL CENTER, LA RED HEALTH CENTER, AND WESTSIDE FAMILY HEALTHCARE.

WHEREAS, providing high-quality, affordable, comprehensive primary, behavioral, dental and preventative care to more than 41,000 Delawareans; and

WHEREAS, offering all patients, of whom 98% are living on low-income, a sliding scale fee to ensure no one is denied access to care, regardless of their ability to pay; and

WHEREAS, responding to the pandemic by administering more than 34,000 COVID vaccines; and

WHEREAS, addressing the social determinants of health by providing patient centered home health care services in under sourced communities; and

WHEREAS, 16 locations throughout the state, all of which are accessible by bus, by foot or provide transportation to and from doctors’ appointments overcoming barriers to care; and,

WHEREAS, primary care, behavioral health, and dental care providers work together to support patients who are in recovery from an substance use disorder to support their journey and prevent relapse; and

WHEREAS, maintaining highest quality of care benchmarked annually against sister FQHCs across the state and nation; and,

WHEREAS, each Federally Qualified Health Center is committed to the health and wellbeing of families in our state; and

WHEREAS, the State of Delaware—through the efforts of the Federally Qualified Health Centers, their membership organization the Mid-Atlantic Association of Community Health Centers, and many other stakeholders—work to provide preventative care for Delaware’s most vulnerable, reduce health disparities, and improve the public and professional awareness of the issues related to improving health outcomes for all; and

WHEREAS, Delaware recognizes that every individual deserves quality, affordable, culturally respectful health care and reaffirms a statewide commitment to reducing racial health disparities; and

WHEREAS, to tackle the problem of social determinants of health, Delaware’s Federally Qualified Health Centers are committed to developing a multi-faceted approach to addressing persistent and dire health disparities; and

WHEREAS, to improve health outcomes for all Delawareans we must prioritize the health of the minority and low-income populations by taking meaningful action; and

WHEREAS, all Delawareans have the right to safe and respectful primary, behavioral and oral health care that supports healthy communities; and

WHEREAS, in order to improve public and professional awareness of the issues related to the work of the Federally Qualified Health Centers in serving Delaware’s most vulnerable citizens, it is both reasonable and appropriate to recognize the work of the three centers in the State of Delaware and to annually invite community members and health care professionals, to participate in supporting and celebrating the work for the professionals dedicated to serving those who need it most.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 151st General Assembly of the State of Delaware, the

Senate concurring therein, that we recognize the work of Henrietta Johnson Medical Center, La Red Health Center and Westside Family Healthcare.

SYNOPSIS

This Resolution recognizes the work of all three of Delaware’s Federally Qualified Health Centers.
