AMEND House Substitute No. 1 for House Bill No. 426 on line 15 by inserting “ civil ” after the word “ a ” and before the word “ penalty ”.

FURTHER AMEND House Substitute No. 1 for House Bill No. 426 on line 16 by inserting “ civil ” after the word “ The ” and before the word “ penalty ”.

SYNOPSIS

This Amendment clarifies that the penalty imposed in this House Substitute is a civil penalty, not criminal.
