SENATE AMENDMENT NO. 1

TO

SENATE BILL NO. 8

AMEND Senate Bill No. 8 by deleting lines 11 through 16 in their entirety and inserting in lieu thereof the following:

“(6) A bump stock or stock, trigger crank crank, or rapid fire device.

a. “Bump stock” means an after-market device that increases the rate of fire achievable with a semi-automatic rifle by using energy from the recoil of the weapon to generate a reciprocating action that facilitates repeated activation of the trigger.

b. “Rapid fire device” means a part, kit, tool, accessory, or device that increases the rate of fire of a semi-automatic firearm to a faster rate than is possible for a person to fire the semi-automatic firearm unassisted by the part, kit, tool, accessory, or device.

b. c. “Trigger crank” means an after-market device designed and intended to be added to a semi-automatic rifle as a crank operated trigger actuator capable of triggering multiple shots with a single rotation of the crank. ”.

SYNOPSIS

This Amendment prohibits the manufacture, sale, transfer, purchase, or receipt of a rapid fire device, such as binary triggers, and defines a rapid fire device as a part, kit, tool, accessory, or device that increases the rate of fire of a semi-automatic firearm to a faster rate than is possible for a person to fire unassisted.
