HOUSE AMENDMENT NO. 4

TO

HOUSE RESOLUTION NO. 10

AMEND House Resolution No. 10 by adding after line 444 and line 445 the following and redesignating accordingly:

“(c) The Chief Clerk has no authority to refuse to accept a bill or resolution for filing pursuant to Rule 19(b)(1).”.

FURTHER AMEND House Resolution No. 10 by adding after line 816 and before line 817 the following: “(e) The Chief Clerk of the House and the Bill Clerk of the House may not present a bill or resolution to the Governor without the knowledge and consent of the prime House Sponsor of the bill or resolution.” .

SYNOPSIS

This amendment provides that the Chief clerk cannot refuse to accept a bill or resolution into the prefile. The amendment further provides that a bill or resolution can only be delivered to the Governor with the knowledge and consent of the prime House Sponsor.
