SENATE BILL NO. 2

AMEND Senate Substitute No. 1 for Senate Bill No. 2 by striking lines 194 through 200 in their entirety and inserting in lieu thereof the following:

§ 8239. Firearms training course voucher pilot program.

(a) Beginning on [the implementation date as determined under Section 6 of this Act], the Department of Safety and Homeland Security (“Department”) shall implement a 1-year pilot program to provide low-income residents of the State who wish to obtain a handgun qualified purchaser permit under § 1448D of Title 11 a voucher to cover the full cost of the firearms training course required under § 1448D of Title 11. No more than 500 vouchers may be issued under this program.

(b) For purposes of this section, “low-income” means an individual whose household income is at or below 200% of the federal poverty guideline.

(c) The Department may develop rules or policies for verifying low-income status for purposes of this section.

(d) No later than 30 days from the conclusion of the 1-year pilot program, the Department shall provide a report to the Governor, the co-chairs of the Joint Finance Committee, the Director and the Librarian of the Division of Research, and the Public Archives, detailing how many vouchers were issued, how many were used, the total cost of the program, and the number of requests, if any, received by the Department after the 500 voucher limit was reached.

SYNOPSIS

This amendment replaces the open-ended voucher program with a pilot program that will last 1 year and issue a maximum of 500 vouchers for low-income individuals who wish to take a firearms training course in order to apply for a permit to purchase. The Department of Homeland Security will issue a report at the end of the period detailing how many vouchers were issued, how many were used, the total cost of the program, and the number of requests, if any, received by the Department after the 500 voucher limit was reached.
