HOUSE JOINT RESOLUTION NO. 10
PURCHASE OF CARE PROVIDER REIMBURSEMENT RATES.
WHEREAS, Purchase of Care (POC) is a state subsidy for childcare that helps low-income parents who work, are enrolled in training or school, or have a medical need; and
WHEREAS, Purchase of Care provider reimbursement rates are the set amounts the state pays to childcare providers for services rendered to families receiving childcare subsidies in Delaware; and
WHEREAS, Purchase of Care is funded by federal and state investments, and the amount that makes its way to providers is driven in part by the market rate for childcare; and
WHEREAS, licensed providers who accept POC agree to take the state payment rate, which is comprised of the State and federal contributions; and
WHEREAS, the State of Delaware recognizes the importance of reimbursing providers with a fair rate for their childcare services.
BE IT RESOLVED by the Senate and the House of Representatives of the 153 rd General Assembly of the State of Delaware, with the approval of the Governor, that reimbursement rates for POC providers serving ages 0-5 should be increased by 10% for fiscal year 2027 across all settings.
SYNOPSIS
This Joint Resolution indicates that the reimbursement rates for Purchase of Care providers serving children ages 0-5 should be increased by 10% for FY2027 across all settings.
