SENATE CONCURRENT RESOLUTION NO. 77

APPOINTING A COMMITTEE TO EXPLORE THE POSSIBILITY OF GRANT FUNDING FROM THE NATIONAL FOOTBALL LEAGUE.

WHEREAS, the National Football League (“NFL”) has set up a fund of at least $90 million for social justice initiatives and to combat social inequality; and

WHEREAS, the NFL funds are specifically intended to benefit African American communities in the areas of education and employment, criminal justice reform, and law enforcement/community relations; and

WHEREAS, inequality is an issue affecting Delawareans.

NOW, THEREFORE:

BE IT RESOLVED that the Governor of the State of Delaware shall appoint a 7-member exploratory committee, which shall explore and ascertain the feasibility of Delaware pursuing a grant from the NFL’s fund.

BE IT FURTHER RESOLVED that this 7-member exploratory committee shall focus its efforts on determining whether low income census tracts in Delaware, with particular focus on Wilmington, Dover, and Seaford, can qualify for a grant or grants from the NFL’s fund.

BE IT FURTHER RESOLVED that this 7-member exploratory committee shall explore the establishment of a pilot program to teach building trades and skills, to renovate boarded up, vacant homes, and to provide other learning opportunities and future employment for those eligible.

BE IT FURTHER RESOLVED that this 7-member exploratory committee shall evaluate asking for a $5,000,000 grant from the NFL with a State match.

BE IT FURTHER RESOLVED that the Governor shall appoint the 7 members to this Committee no later than August 3, 2018.  The Committee shall meet, confer with the NFL, and evaluate the feasibility of participating in the NFL’s fund and report to the Governor and the General Assembly no later than November 3, 2018.

SYNOPSIS

This Concurrent Resolution requests the appointment of a committee to explore the feasibility of Delaware pursuing a grant from the NFL's social justice initiative fund.
