SENATE AMENDMENT NO. 1

TO

SENATE BILL NO. 16

AMEND Senate Bill No. 16 on line 7 by inserting " If the owner is enrolled in the course at the time of application, the owner must provide verification of completion of the course to the motorcycle club to which the owner belongs. " after the period therein.

FURTHER AMEND Senate Bill No. 16 by deleting lines 12 through 20 in their entirety and inserting in lieu thereof the following:

(c) The Division must receive at least 25 applications for a motorcycle club’s special registration plate before the Division may approve the issuance of the special registration plate, including from any of the following motorcycle clubs:

(1) Alliance of Bikers Aimed Toward Education (A.B.A.T.E.) of Delaware, Inc.

(2) Buffalo Soldiers Motorcycle Club of Delaware.

(3) Green Knights International Military Motorcycle Club.

(4) Blue Knights International Law Enforcement Motorcycle Club.

(5) Red Knights International Firefighters Motorcycle Club.

(6) American Legion Riders Motorcycle Club.

(7) Vietnam Legacy Veterans Motorcycle Club. ”.

FURTHER AMEND Senate Bill No. 16 on line 36 by deleting “ license ” after “ special ” and before “ plate ” and inserting in lieu thereof “ registration ”.

FURTHER AMEND Senate Bill No. 16 by deleting line 37 in its entirety and inserting in lieu thereof the following:

" (1) A motorcycle club provides the Division with official correspondence advising the Division that an owner of a motorcycle to which a special registration plate has been issued has not completed an experienced rider course within 6 months of ".

SYNOPSIS

This Amendment requires the following:

(1) That an owner of a motorcycle who is enrolled in an experienced rider course at the time of application for a motorcycle club’s special registration plate must provide verification of completion of the course to the motorcycle club.

(2) That the Division of Motor Vehicle shall revoke a special registration plate if a motorcycle club notifies the Division that an owner has not completed the experienced rider course.

(3) That a motorcycle club have 25 applicants for its special registration plate before the Division may issue the special registration plate. This Amendment also creates a nonexclusive list of motorcycle clubs for which the Division could issue a special registration plate.

This Amendment also makes a technical correction to line 36 to ensure consistent use of “special registration plate”.
