HOUSE CONCURRENT RESOLUTION NO. 62

EXTENDING THE REPORTING DATE FOR THE LOCAL SERVICE FUNCTIONS TASK FORCE.

WHEREAS, the Local Service Functions Task Force (“Task Force”) was established under House Concurrent Resolution No. 54 of the 150th General Assembly to examine the law regarding determining tax rates and expenditures for local service functions to ensure that the law is fair, transparent, accurate, and reflects the true cost of any service paid for by New Castle County taxpayers; and

WHEREAS, the Task Force was directed to issue a final report to all members of the General Assembly by December 31, 2019; and

WHEREAS, the Task Force has met regularly, beginning in September 2019; and

WHEREAS, the Task Force has reviewed laws and procedures in other states; and

WHEREAS, the Task Force has been reviewing and discussing recommendations to determine tax rates for real property in municipalities that fully or partially perform or fund local service functions that would otherwise be performed or funded by New Castle County; and

WHEREAS, the Task Force has a final recommendation for how to reflect fire protection contributions but needs additional time to complete the recommendations for all other local service functions; and

WHEREAS, in order to appropriately conclude the Task Force’s work, the Task Force’s final report deadline must be modified.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 150th General Assembly of the State of Delaware, the Senate concurring therein, that the date by which the final report of the Local Service Functions Task Force is due be extended to April 30, 2020.
