150th GENERAL ASSEMBLY

SENATE RESOLUTION NO. 32

HONORING JOY C. BOWER, SECRETARY OF THE SENATE, UPON HER RETIREMENT AFTER 32 YEARS OF DISTINGUISHED YEARS OF SERVICE TO THE DELAWARE STATE SENATE.

WHEREAS, Joy C. Bower joined the staff of the Delaware State Senate on the Fifth Day of January 1988 and was named to the permanent Senate staff on the First Day of April 1989; and

WHEREAS, during her early years with the Senate, Joy performed a number of different functions, including those of Bill Clerk, Secretary-Receptionist, Journal Clerk, Calendar Clerk and Tribute Clerk; and

WHEREAS, she was named Assistant Secretary of the Senate on the First Day of August 2003, working with Senate Secretary Bernard J. Brady; and

WHEREAS, Joy was elected Secretary of the Senate on the Eighth Day of January 2019 and has performed the duties of her office ably and well ever since; and

WHEREAS, Joy first came to Legislative Hall as an eighth grade student when her mother, Patricia Ament, was a member of the staff of first the Senate and then the Legislative Council, and has thus been a member in good standing of what we have come to think of as "The Legislative Hall Family" for much of her life; and

WHEREAS, her own children, Tara and Justin, followed in their mother's and grandmother's tradition and spent many happy hours during their own childhood and youth at Legislative Hall, where both served as per diem members of the staff at times during their lives; and

WHEREAS, throughout her years among us, Joy has ever been ready to be of help to one and all and has not hesitated to serve anyone who has needed help, regardless of political affiliation or status, being a true "friend to all;” and

WHEREAS, as she prepares to depart to a well-earned retirement, we look back over her time with us and marvel at how rapidly the years have flown by;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 150th General Assembly of the State of Delaware that the members do hereby wish a fond farewell to our dear friend, Joy C. Bower, as she prepares to retire from the duties she has held with such absolute dependability, skill and quiet friendliness, extending to her our heartfelt best wishes for a long, happy, and healthy retirement.

BE IT FURTHER RESOLVED that a suitable copy of this resolution be presented to our dear friend, Joy, upon its passage.

SYNOPSIS

This Senate Resolution pays tribute and extends a fond farewell to Secretary of the Senate Joy C. Bower upon her retirement after 32 years of distinguished service to the Senate.
