HOUSE JOINT RESOLUTION NO. 2

ESTABLISHING A LEGISLATIVE BUILDING COMMITTEE FOR THE PURPOSE OF STUDYING AND RECOMMENDING A PLAN TO ADDRESS THE TECHNOLOGY, SECURITY, AND SPACE NEEDS FOR LEGISLATIVE HALL.

WHEREAS, there is an evident need for adequate office and other facilities to house the members of the General Assembly and its staff; and

WHEREAS, such facilities are necessary for the proper performance of the legislative function; and

WHEREAS, the present facilities are inadequate and cannot be converted to meet this need in an efficient and economic manner; and

WHEREAS, Legislative Hall must address the technology capabilities in the building to ensure an open and transparent government; and

WHEREAS, recent events at state capitols and in Washington D.C. has highlighted the need to review and address the security needs of the building to ensure a safe and inviting workplace for the members, staff, and the public; and

WHEREAS, the last major renovation to Legislative Hall was completed in 1998.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives and Senate of the 151 st General Assembly, with the approval of the Governor, that a committee to be known as the Legislative Building Committee (“Committee”) is established.

BE IT FURTHER RESOLVED that the Committee is composed of the following members:

(1) Three members of the House of Representatives, 2 members of the majority caucus and 1 member of the minority caucus, appointed by the Speaker of the House of Representatives.

(2) Three members of the Senate, 2 members from the majority caucus and 1 member of the minority caucus, appointed by the President Pro Tempore of the Senate.

(3) Three citizens of the State, 1 appointed by the Governor, 1 appointed by the Speaker of the House, and 1 appointed by the President Pro Tempore of the Senate.

(4) The Chief Clerk of the House of Representatives.

(5) The Secretary of the Senate.

(6) The Controller General.

(7) The Chief of the Capitol Police or their designee.

(8) The Director of the Division of Research, who shall serve as the Secretary of the Committee.

BE IT FURTHER RESOLVED that the Committee shall organize upon the call of the Secretary and select from the Committee’s members a Chair and other officers as the members may determine.

BE IT FURTHER RESOLVED that the Committee shall do all of the following:

(1) Study and determine the physical needs of the General Assembly and of its members and staff, and the technological and security needs of Legislative Hall.

(2) Make, consistent with the needs determined under paragraph (1), proposals and recommendations that are consistent with the architectural unity of Legislative Hall and its surroundings.

(3) Deliver its report and recommendations to the members of the General Assembly and the Governor on or before October 1, 2022.

BE IT FURTHER RESOLVED that the Committee may consult and employ such architects, engineers, and other professional persons and expend such sums of as it determines reasonable and necessary to carry out its duties.

BE IT FURTHER RESOLVED that the Director of the Office of Management and Budget shall provide adequate funding to the Legislative Building Committee to cover expenditures deemed essential to completing this assessment and compiling meaningful recommendations for consideration.

SYNOPSIS

This House Joint Resolution establishes the Legislative Building Committee for the purpose of studying and recommending a plan to address the technology, security, and space needs for Legislative Hall.
