HOUSE RESOLUTION NO. 9

RELATING TO AMENDING THE PERMANENT RULES OF THE HOUSE OF REPRESENTATIVES OF THE 151ST GENERAL ASSEMBLY.

BE IT RESOLVED by the House of Representatives of the 151st General Assembly of the State of Delaware that the following amendment be made to the Permanent Rules of the House of Representatives:

RULE 10 - SETTING THE AGENDA

(a) The Speaker sets the Agenda and may place an item on the Agenda only if the item is on the Ready List and has been requested to be placed on the Agenda by the Prime House Sponsor or Floor Manager of a Senate bill. The Ready List shall consist of all items that have been reported out of committee or have been laid on the table.

(b) All bills and resolutions remaining on the Ready List for a minimum of twelve (12) legislative days, which have not been previously placed on the Agenda, shall, at the request of the bill’s or resolution’s Prime House Sponsor or Floor Manager, be placed on the next available Agenda. The request shall be made to the Speaker and the Chief Clerk of the House via state email.

SYNOPSIS

This resolution would make an addition to the Permanent Rules of the House of Representatives, providing a mechanism for bills that have been vetted and released by committee, but have been overlooked on the Ready List, a path for consideration on the House Floor.
