HOUSE BILL NO. 396

 

AN ACT TO AMEND TITLE 29 OF THE DELAWARE CODE RELATING TO THE MERIT SYSTEM.



BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

 


Section 1.  Amend Title 29 of the Delaware Code by inserting as a new § 5957 the following:

"§ 5957.  Mandatory Training for Supervisors.

The Human Relations Section of the Office of Management and Budget shall ensure that all new Division Directors and all Human Relations employees of the several departments receive annual training in personnel management.".

                Section 2.  Amend Title 29 of the Delaware Code by enacting as a new § 5958 the following:

                "§ 5958.  Access to State Human Resources Management by employees, no retaliation permitted.

Any State employee may review a decision of their department personnel office with the Office of State Human Resources Management, provided further that such consultation shall be confidential and no retaliation or other negative report or feedbacks hall be permitted by the employee's department towards said employee.".


SYNOPSIS

This Bill requires annual training in personnel management for all new Division Directors and all Human Relations employees.  Further, it gives State employees access to the Office of State Human Resources Management without fear of retaliation, creating a safe harbor place for any state employees.
